First meeting of the IAEA Denial of Shipment Working Group

The First Meeting of the IAEA Denial of Shipment Working Group took place, in Vienna, from the 23 - 27 January 2023.

The IAEA Denial of Shipment (DoS) Working Group will co-ordinate multi stakeholder efforts to consider options for addressing denials of and delays in shipment of radioactive materials.

During this first meeting the WG Terms of Reference were finalised. Presentations were also made on DoS experiences and various mitigation measures.

The function of the DoS WG will be,  to:

  1. Evaluate the extent of the issue of denial and delay of shipment and develop metrics to review this periodically.
  2. Consider potential solutions for addressing denials of and delays in shipment, including a code of conduct on facilitation. This consideration should include a review of the successes and less successful aspects of the International Steering Committee on Denials of Shipment of Radioactive Material that met from 2006-2013.
  3. Develop awareness, training and communication strategies for various interested parties involved.

The DoS WG is supported by 3 sub-working groups. These are:

SWG 1 – DoS Data Collection, Analysis and Metrics
SWG 2 – Potential Resolutions for DoS Problems
SWG 3 – Awareness, Training and Outreach
